The cooling towers dwarf the facility so I tried to bring the eye to them immediately
I started with the original. Did a Denise on it, used a NIK Silver Efex preset to render it in BW and then in Lightroom I added a vignette and cropped it to 16x9. I did remove the towers that are in the reflections.

Street photography perfection in my book. Your subject grabs your eye as soon as you look at your image. His face speaks volumes of the challenging life he has. The business man does indeed add social contrast

Perfect symmetry including the Raven nut carrier and the next tower in the lower frame. Diamonds, rectangles, triangles, and lines for your viewers.
There is a US photographer by the name of Cole Thompson who has done project on power lines. You wouldn't think it could be of photographic interest but his vision is amazing. look him up when you have a moment

Good eye here. The grass leads you into the frame. You wonder what is off to right as you look at your image closely and only you and your dog truly know.

Wonderful perspective.
I used the LR landscape masking tool to create masks for the architecture and the sky. I dodged the former and burned the latter. I also brushed in a little white on the puffy cloud in the middle of the sky.

My two cents...I thought the mountain is maybe a bit bright against the sky and possibly more foreground that is in your original might give the scene a different look
I used your original, NIK Silver Efex, cropped it to 16x9 taking out some sky. I darkened the bottom of the frame with a linear gradient, brushed the grass in mid center to dodge it, added a fairly long slender radial gradient over the foliage in the center and darkened it. I darkened the mountain added texture and clarity. Lastly i brushed the white areas in the clouds and dodged them a bit.
Not sure I moved the needle away from flat tonality or not
