To me the nice texture of the background is lost and the scene is flat with the building and the model a bit more pronounced.
I wanted to come at this scene from another direction and try bring out the features in your image. I started with your original and used Silver Efex but I looked at several presets to see how the overall scene would look at selected Contrasty. In LR Classic I selected the sky and darkened it to black, I placed a linear gradient over the hill and darkened, reduced the sharpness a bit which makes the details there softer, selected the model as an object and lightened him up, and lastly I brushed over the building facade with a reduced exposure the make the model standout.

This is a dynamite shot particularly in low key which I prefer over your Option 2. The tiers of windows with the banding create a nice aesthetic. I offer a suggestion that is a minor change but the idea is to increase the contrast of the bands slightly to enhance the layering and the interface with sky.
I selected subject (the building) in LR Classic and reduced the exposure by 0.3 and that is it.

Wonderful BW rendition of your Lily, it really glows as an image.
I offer a couple of thoughts: there is hot spot on the petal base that is on right side of the frame that could be a tad darker and the same thought on the petal located in the upper right to a lesser degree. I think these are up to your artistic eye to affect.

This is great shot, BW or color, but I am partial to the tonality of the BW. The pelican is out of place in this longer exposure scene IMHO.
I did a couple of things in my rendition. I put a fairly large radial gradient with the long axis along the branch and lightened the area some, I put linear grad on the lower right corner and darkened it and the same in the upper right corner and then cropped it to 16x9 and BTW the pelican flew away in my version

Your closeup of this old bird has such great texture, it is a unique and interesting shot. My only thought for you is the light feathers behind the birds head (top center of frame) are somewhat distracting and could be darkened slightly to keep the viewer's eye on its face.

I always look forward to see what you will craft each month for us to take in and comment. I live vicariously through your boundary stretching. Being an engineer by trade I stay in my lane.
My only reaction is the turbines are not as pronounced as I would have expected since they are the source of the conflict. I am not sure if that is a by product of Distressed Fx or not
I wondered if they can be brought out and so here is my stay in the lane version.

I think your choice was the right one. There is a lot for the viewer to digest and because of the sharpness we naturally take it all in.
I wondered if a slightly different twist on your shot would work as well. I selected the well in LR Classic with the luminance mask (and subtracted any hangers on) and lightened it and reduced the sharpness jus a bit. I then brushed the building to lower its exposure and the palms so the image base is darker.

I like your sepia/antique plate treatment of the uprooted tree, it is more appealing/softer to my eye. Not every IR shot has to be rendered in bold black and white and in this case may be a little harsh considering the subject. Stay the course and refine your original is my advice.
