Yes, the sign is necessary for a couple of reasons.
1. It's a documentary photo.
2. Sign indicates it's a Boat Ramp and thus what you see is a frozen Lake and not an empty ground.
3. A small Star on top of Sign Pole is "Lone Star" symbol of Texas, which indicates photo is taken in Texas during Historic snow storm.
Even without any of the above reasons, Sign looks natural part of the Image and IMO perfectly balances the very white snow and bright orange subject of the image.

Also, if you can work on the front part of the street which is bright and takes focus away from the main subject and reduce brightness of lags of the man standing on the left side. Quickly worked on it to check. Mar 4th

78 Mar 21 Comment Liked the replaced background and overall treatment of the image, works well with this colorful subject, the only suggestion I have is the branch on which the bird is, that is very over saturated and looks unnatural I would tone it down a little. Mar 4th
