I think this image may be a little over complicated as the eye wanders around for a focal point. The white 'lightning' flash in the centre disturbs me and I would love to see an image without that with colours boosted a little. |

The effect works well and the bright eyes grab yout attention. My crop preference would be a little different see below. |

Amazing how you have transformed the rather ordinary original
into this impressionistic result. I would consider playing around with saturation to give a boost to the colours so that the image is punchier. |

Only last night I was working on a similar image taken in winchester Cathedral. I love this tall image and the punchy colours, especially the blues in the upper half. Great shot. |

I like the idea of producing a paintery image but do feel you might have over-egged the treatment this time. The areas around the towers are a bit messey especially on the right hand side. I have never used Painter Essentials. Does it allow you to work on a duplicate layer which might allow the use of a layer mask to reduce opacity and reveal some details? - that is what I would do when using Topaz.
