5 Jun 25 Reply Yes and no. "Lens Baby" is able to swirl the bokeh zone but as I know "Lens Baby" doesn't have the option of adjusting of intensity of this changing. Jun 5th

In real cars didn't move.
For this effect has been used lens 'Selena 58mm f1.9'. This lens has option of changing the nature of the pattern in the blur zone (bokeh) depending on the distance to the object, from concentric to radial, and adjusting of intensity of this changing.
This lens is produced in Russia. But in the USA there is lens 'New Petzval'. By optic scheme, glass and ability these lenses are absolutely same. Moreover the plant which produces 'Selena' was the first producer of 'New Petzval'. And 'Selena' deep down is a 'New Petzval' but in the new case.

The linear blurring of cars has been used for highlighting their moving as symbol of the speed of modern life.
I've another shot of this location, without cars.
Richard, how did you remove wires from picture? The result is perfect!

Very difficult to take sharp picture of object as fast as seagull. You did it :)
My additions (as usually IMHO):
- denoise and color adjusting by 'Paint.NET' (freeware version);
- retouching of artefacts of removing the wing other seagull on the top side of photo by https://www.cutout.pro
Anyway, initial photo is great!

A camera or a cell phone - it doesn't matter at all! The result is the main thing :)
