Cute small grebe!
Main problem of the photo is, that it's a little bit soft. It's not enough to sharpen eye. Also feathers should be sharper.
I have such experience. More years ago I tried to sharpen images with Photoshop and Lightroom. I have never succeed to make the right radius and strength to get sharp image. Beside that it depends on pixels. If you change the pixels, you should sharpen once more. That's the main reason, that I was processing JPG images instead of RAW. Out of camera JPGs were always sharper than processed RAW.
My second step was Nik Sharpener. It was easier and better. But some month ago I was testing Topaz Denoise AI and Sharpen AI. I must say it's far the best option for me, whether I sharpen processed JPG or RAW. I haven't seen better sharpening then Topaz Sharpen AI motion blur. It usually decide for the best strength of sharpening. Just the object you shell correct sometimes. In this case I would just select the whole grebe and see the results.

Oh, where are the days, when I was able and dare to climb such but smaller structures!
BW is the best choice in such color "colorless" Photos.
Good correction of perspective, good tonal processing and BW conversion. I don't have any suggestions for improvement. |

Interesting long exposure! Sharp and good exposure. You can just darken the over exposed spot in the middle. I would slightly correct perspective to make tower on the left more vertical.
Terry's experiment is interesting, but I prefer non-distored original. |
