Love it!! My next edit was to desaturate the reds (I did and like it!) but had not taken the further step of really enhancing 'my friend in green'. I was much more tentative with the use of the radial filter (which I only recently discovered and love!). I really like how it brings him out.

Thank you for the comments! I'm a newbie to PSA and looking forward to critique and suggestions.
A little about this photo. We were fortunate to be in India in mid-January this year (just before Covid 19 began rolling out of China). My wife and our two friends took an evening walk with a guide through the old market in Delhi. I think it is the most crowded place I have ever been to and don't think I'd put myself in that type of close crowd again.
I primarily edit in lightroom. For this shot after several passes, I used the radial filter to highlight the man in green and darken/blur a bit more those around him.
You are so right that the eye is drawn to the bright light in the upper left corner. I did bring down the exposure/highlights already but based on your feedback came up with two other solutions: 1) crop the photo below the light (but that cuts off part of someone's head; 2) use content-aware-fill to replace the light with the surrounding content [I just did that and like it much better!] AND then lower the exposure/saturation of that part of the photo.
