A very interesting image. As shown by the feedback from Tom and Ingrid, to have plenty of choices to process this image. What I like about your original image is the contrast between the industrial elements and the artwork on the walls. I think selectively using Tom's suggestion will help the viewer move through the image.

I think you captured the atmosphere and the serenity. The image almost looks painterly. Just a couple of suggestion. I would clean up the black spots in the clouds. I would also consider cropping down some of the sky to draw more attention to the boats. A very nice capture.
